Newcomer's Guide
The purpose
of the Newcomer's Guide is to provide a short version of the Park's
Policies & Procedures and other information.
This document does not cover all of the policies, only a selected list. Living
in the Park requires each and every owner/resident to abide by the established
documents. A complete set of the Policies & Procedures, By-Laws, and Declaration
of Covenants may be obtained from the community manager or reviewed online
at http://www.pqchoa.com/publications.html.

For common area emergencies after office hours,
please call 328-6100. Residents should call 911
regarding suspicious, illegal activity, or life-threatening situations. For
non-emergency police and other city services such as nuisances anisturbances, call 311.
Homeowner's Fees
Assessment fees are due the first day of each month. Late fees and other charges
are assessed on the 17th of the month if the account is not paid in full. Please
contact Alliance Association Management, Accounts Payable, at 328-6100 if you
have questions regarding your account.
Trash
Pickup & Recycling
Trash pickup days are Saturdays, unless changed due to holidays. Garbage
cans, plastic trash bags, and other refuse may be set out Friday
night.
Containers must be returned to their
storage area on the same day of collection. Recycling is in front of the
Recreation Center within the brick walls. Glass, plastic, aluminum, mixed paper,
and newspapers can all be recycled here. No cardboard.
Architectural Control
Committee (ACC)
ACC MUST review and approve ANY change, replacement, or alternation to
all exterior portions of the buildings including light fixtures, mailboxes,
satellite dishes/antennas, windows, doors, storm doors, screens, and patio
covers. ACC MUST review and approve ANY change, replacement, or alternation
to the common area including alteration of trees, shrubs, and flowerbeds.
ACC has final approval on the installation of all satellite dishes. ACC
request forms are available from the community manager or reviewed online.

Town House Repairs
The Park at Quail Creek Homeowners' Association (HOA) will exclusively provide for the maintenance, repair, replacement, and
administration of the exterior of individual town house units. Some costs are
shared between the HOA and the town house owner as follows:

Damages due to negligence of the homeowner/resident
will result in the homeowner/resident paying the full cost of the repairs.
Vehicles, Parking,
and Fire Lanes
Each town house has a garage and one (1) assigned parking space marked with a
number that corresponds to that address. A limited number of visitor spaces
are available. To avoid towing and/or assessment of fines, make sure your
guests are aware of the parking regulations.
Fire lanes are painted red and other no-parking
zones are painted yellow. Any vehicles parked in these lanes may be towed without
notice. If you or your guests park in another resident's assigned parking space
or block the entrance/exit to the garage, that resident may have the vehicle
towed without notice.
Abandoned or inoperable vehicles are not allowed
in The Park. Vehicle registrations and inspection stickers must be current.
Vehicles for sale must be parked in the resident's
assigned parking space and for a period not to exceed 60 days per year.
When violations of the Vehicle Operation, Parking
and Related Matters Policy occur, reasonable attempts will be made to notify
the vehicle owner but if the owner can't be found, the vehicle may be towed
without notice. ALL TOWING IS AT THE VEHICLE OWNER'S EXPENSE.
Pets
Dogs and certain other animals are required to be on a leash at all times when
outside the town house or enclosed patio area, and must be constrained by a person
who can control the animal at all times. Pet feces must be removed from any
common area immediately. See Policy # 16: Pet and Animal Control, for additional
information.
Swimming Pool
Swimming pool use is restricted to Park residents and their guests only. Admission
is by an issued key. Residents must accompany their guests. The pool
closes every night at 11:00 pm. After 8:30 pm the pool is reserved for the exclusive
use of persons 18 years and older. No lifeguard is on duty.
All policies regarding swimming pool
use are found in Policy # 12: Pool & Pool Area, and are posted at the pool.
If you observe illegal activity or trespassers,
please use the red emergency box located at the pool on the backside of the
office. For non-emergency situations, call 311.
Tennis Courts
Use of the tennis courts is restricted to Park residents and their guests. Courts
are reserved for tennis players only. Hours
for general use of the courts are from 9:00 am to 10:00 pm daily. Tennis shoes
must be worn to prevent damage to the court's surface. Sitting or swinging on
the nets is prohibited. All trash should be disposed of in the proper receptacle.
All policies regarding court use are found in Policy # 20: Tennis Courts, and are posted at the courts.
Garage Sales/Estate
Sales
The HOA, on behalf of all members, shall sponsor up to two (2) garage
sales per year, one in April and one in October. No resident may hold a garage
sale at any other time than those specified above.
In the event of a homeowner's or resident's death,
serious injury, or extenuating circumstances, an estate sale may ONLY
take place with Board approval and shall last for one weekend only.
Noise and Nuisances
These town houses have common walls and excessive noise can be extremely annoying.
Please be considerate of your neighbors and keep the noise and music level low
enough so that it cannot be heard from outside your town house. Music coming from
vehicles should be at a low level when inside the complex, so remember to turn
down your stereo when you enter the Park. City ordinance prohibits excessive
noise after 10:00 pm. All policies regarding noise and nuisance are found in
Policy # 23: Noise and Nuisances.
Resident Appeals to
the Board
All residents and owners are encouraged to present appeals to the Board of Directors
if they feel they have been dealt with unfairly. Please present your appeal
in writing to the community manager by the Wednesday before the scheduled Board meeting
so the Board of Directors will have a chance to read and think about your appeal
before the actual meeting. Board meetings are the 3rd Tuesday of each month
and are open to all residents and owners.
